The game really seems to like the additional residents I added and immediately made most of them leaders of NRaas Story Progression factions.Barenziah was made the Town Magnate while Helseth was named the Town Baron (how perfect). As for why they are there, in the head canon the Big Stink that Gilvoth and Neloth created managed to include parts of the southern mainland, so there are Big Stink refugees from Mournhold in Moonlight Falls as well.
