The snow topped mountains, the dense trees and the gorgeous crystal blue water of Moonlight Falls made me unable to resist; I had to make an Elder Scrolls themed town and head-canon that it's in a north-western area of mainland Morrowind, just southeast of Skyrim. No, I have not downloaded the CAW and now I probably won't bother because the save I created wouldn't work with a changed map. This would mean I would have to start over again from the ground level. And I do mean the ground level.
I started with a save that I downloaded from Mod the Sims: Moonlight Falls Emptied. Not only were the households and buildings all removed, the lots themselves had been taken out. By placing the lots myself, I had the freedom to lay out the town exactly as I wanted, which each lot being the size that was needed. This way I was able to keep the business buildings centralized.
First I placed the town hall and office building. From there I added more businesses such as the grocer, the school, the library, and the police/military base. The next circle consisted of entertainment type businesses, such as the theater and taverns. The next group were the small homes of non-horse owners who live in small houses that are in rows on the outer edge of town. Finally in the wide open spaces I placed the homes of the horse owners and I had more than enough room for all of them. In fact some of them were able to have bigger lots than they had in New Ascadia. Darkfell's and Acacia's lot is now a 60 x 60, giving their horses a lot more room. There's plenty of space for a playground area when their son comes along.
The Silvervale home easily fit in a 64 x 64 lot, nestled against the mountains. The only change I needed to make was to flatten the ground and remove some of the trees and bushes so I had enough room to give them a full sized barn (which is behind the house) and leave enough room for their horses, cats, and future twins to play in.

Fiddler's Green is in a wooded area outside of town, next to a beautiful blue lake and across the road from the fairgrounds (which is the one from Appaloosa Plains). This is one business that is better suited for a wilderness area than right in the middle of town.

Vemyn and Therana were given a bigger lot and a bigger home a short distance outside of town. They have enough room that Sophelia was able to join them and has been set up as their daughter. I don't think Sophelia and Therana are getting along. When I was taking this screenshot I thought I could hear them screaming at each other.
Since taking the screen I added "haunted" varieties of plants around the house.

It took a LONG time to set up this town since I had to carefully go household by household, determine which house I wanted to give them, select the size lot they needed and then look for a place to put it. And the work wasn't done when the last household was moved in. As soon as I loaded in with the active household and the game's opening notices about weather stones and other elements went by, I hit pause then went to town with NRaas settings. Very little is being left up to the game. First I did a blanket sterilize and blocked adoptions for the whole town. At that point I did some fine tuning, sim by sim. Each character was added to their respective racial cache which determines who the single sims can get romantically involved with. I allowed household's like Eldafire's to adopt pets but am preventing unfit people like Erandre from getting a pet. Sims like Morgana and Yanna cannot become pregnant, so no more babies being born to irresponsible parents.
Rather than leave the timing of the pregnancies up the game, I'm going to use the pregnancy controller mod to decide who becomes pregnant and when. That way the children will arrive in the order that was established in the roleplay.
When all of this fine tuning was finally done I took some time to figure out why the characters were on the mainland instead of Vvardenfell. Almost immediately a ridiculous backstory took form; blame the Grouches. Neloth and Gilvoth set another of their hair-brained schemes in motion, with this one once again involving their crop of highly flammable beans. The giant silo which contained their crops was blown up ( likely due to Erandre and RiData's antics) and the beans were spread far and wide. Made cliff racers and alits started eating them (and getting gas). Some commoners who didn't realize what these beans were began eating them as well (and getting gas). Some of the beans went into Red Mountain and gave the volcano gas. Some say that a noise that sounds like a loud raspberry can occasionally be heard coming out of the mouth of the volcano.
Before long Vvardenfell was shrouded in a greenish yellow cloud that gives off a horrible stench. Unlike the Red Year lore, the damage, which became known as The Big Stink, is not permanent. Someday the cloud will fade and people will be able to walk around without holding scented handkerchiefs over their noses, but for now everyone has relocated to the mainland where the air is crisp, clean, and free of smelling like a prison where the inmates have been fed nothing but baked beans and boiled eggs.
The Grouches are even more grouchy than normal because it is common knowledge that they are the ones who brought about The Big Stink.
And so that is the story behind this Elder Scrolls world of Moonlight Falls, silly as it is. The good news is that the Imperial Legion finally left Vvardenfell.
